I'm a self-taught photographer and I've learned to use photo editing programs by myself through trial and error and by many experiments, so I don't know any specific tutorial or site where to learn photograph editing, but searching the internet with keywords "photo editing tutorial" should bring some good search results.
If you're interested in HDR technique, here you can find more information about it [link] and here's information about Dynamic Photo-HDR software: [link] You don't need necessarily multiple photos with different exposures to achieve the "HDR kind of" effect, a good quality single jpg file will do just fine. Of course after that you have to do the post work, like cropping, noise reduction, sharpness etc. I'm using Jasc Paint Shop Pro 7 (nowadays Corel Paint Shop Pro), but I guess the most popular photo editing software is Photoshop.
There are also online editing programs like Pixlr [link] and Lunapic [link] but I have not tried them out. Dynamic Photo-HDR is bundled with a free photo editor "Photo Bee", which also can be used to edit photos. Of course a good camera and the way it is used are still the main keys in photography.
